I preordered my Kindle Paperwhite but I don't have it yet (my relatives in the US have yet to send it to me). I've read lots of sites that say you can't turn the light of the Paperwhite completely off, but I've also seen quite a few that say you can turn it completely off.

Can anyone tell me which one is correct?

Added (1). Guys! I found the Kindle Paperwhite user manual online and it said that you just have to hold down the minus button till the light turns completely off. So you can probably turn it completely off.

Nope, you can't. You can put it all the way down and it will become very dim, but no, it won't turn off unless you put it to sleep.

See here for some latest discussion about this:

Right now there're 24 levels of brightness you can set on the Kindle Paperwhite, and at lowest level the light is very close to off, but it is still not off. As you can see in the above discussion, Amazon may fix this issue in next software update, so hopefully it can be turned off after the update. You can check the discussion to see the most updated status.

Here you can find software update for Kindle Paperwhite, once it's available:

Hope this helps.
