Does the Kindle Paperwhite--not the Paperwhite 3G-- have a plug-in for headphones and could I download Pandora or some other music app?

No
it has no app functionality

someone may eventually root it and put android on it, but at this point you can't.

there are a variety of dirt-cheap android tablets that are cheaper than the paperwhite and can run apps though.

No.
Android OS as well as iOS supports app download and installation, which can be achieved on smartphones and android tabltets.
However, Kindle Paperwhite is just an advanced eReader and it's not based on android OS.

No, the earlier keyboard kindle supported some basic apps called "active apps" but the paperwhite doesn't work with those yet.
So if you want apps you would want a kindle fire, since it can run thousands of android applications, including music apps like pandora.

You could either get the basic kindle fire for this crazy price:

Or you could opt for the HD kindle fire:

The only difference between the basic fire and the HD fire is that the HD fire has a built in camera, and an improved screen/speaker combo.
They both run the same apps, so if you don't care about the extras offered by the HD then save money and get the basic fire.

No.

Kindle Paperwhite is kind of a for readers only. They did remove the audio jack completely so no audio books can be heard on Kindle.
